Sandblasting is done in layers.
Starting with the areas that will be blasted the most, peal the resist away, then blast to the desired depth.

When the piece requires deep carving sandblast away the areas that are being removed first.
Then think in terms of black & white, but everything that is “black” in a normal drawing will be white, with sandblasting. The “darkest” lines will be solid white. Those areas should be blasted first.

Then the areas that should be white, in a normal drawing will now be clear. The blank page is the clear glass.
